Origin of the claim

The accusation that Israel targets hospitals on purpose did not start in 2023. It traces to Operation Cast Lead, the December 2008 to January 2009 Gaza war, when the Hamas-run Gaza Health Ministry first framed strikes near medical facilities as attacks on the hospitals themselves, without acknowledging the militants operating from inside or beside them. The charge repeated through the 2014 and 2021 Gaza wars, but it peaked in the 2023 to 2025 war, above all around al-Shifa Hospital, Gaza’s largest, after the IDF raided the complex in November 2023 and again in March 2024, and around field hospitals such as Kamal Adwan and Nasser. The reason for the raids, tunnel shafts, weapons caches and, later, hostages that IDF forces reported finding inside, arrived days or weeks later and reached a fraction of that audience.

Stated fairly: multiple hospitals, including al-Shifa, al-Ahli, Kamal Adwan, Nasser and al-Rantisi, were struck, raided or besieged during the war. Patients on ventilators lost power. Premature infants in incubators died or were evacuated in crisis conditions. Doctors, including senior physicians, were detained for months without charge. Retired US Army colonel John Spencer, who studies urban warfare, has argued the IDF’s practice of warning hospitals in advance and searching rather than flattening them set a higher standard of care than most armies achieve in comparable fighting (Newsweek). What’s undeniable, and why it doesn’t prove the charge

Stated at its strongest: hospitals were damaged, patients died from power loss and chaotic evacuation, and Gaza’s healthcare system took real and lasting harm, regardless of who bears legal responsibility for any single strike.

Fighting inside or beside a functioning hospital is catastrophic for patients no matter which side is at fault, and Israel’s doctrine of warning and phased evacuation reduced, but did not eliminate, that harm. The claim fails not because hospitals were untouched, but because “deliberately bombs hospitals” implies Israel struck medical buildings for their own sake, when the documented pattern, tunnels, command posts, rocket launches and hostages recovered from hospital grounds, shows a militia embedding inside the one kind of building international law was built to shield, then blaming the army that came to clear it out.
