The Status Quo (Holy Places)

The arrangement, rooted in an Ottoman decree of 1853, that freezes each religious community’s rights and access at shared holy sites to keep the peace. At the Temple Mount it means non-Muslims may visit at set hours but not pray; at the Church of the Holy Sepulchre it fixes which sect controls each chapel.
