Refugee vs Descendant

Every other refugee population on earth is handled by the UN’s main refugee agency and shrinks as people resettle and generations pass. Palestinians have a separate agency, UNRWA, that uniquely counts descendants as refugees in perpetuity. That is how a figure near 700,000 in 1948 is now reported in the millions.
